Represents neighborhood-groups and individuals in land use matters that promote sustainable and compatible growth.
Specializes in challenges to the validity of Measure 37 state and county waivers, and to related land use applications hearings and appeals. Litigates land use cases at the Land Use Board of Appeals, and in the Circuit Court, the Oregon Court of Appeals and Oregon Supreme Court, including mandamus proceedings. Represents non-profit conservation organizations filing suit under the National Environmental Policy Act and the National Forest Management Act challenging Forest Service activities.
